As a non-US person I'm wondering if presidents tend to be cautious in the first term, worrying about re-election, then in their last term feel freer to go for the stuff they really want to achieve? (If they're not completely ground down or mired in all the other stuff by then)

You lose a lot of the end of the election term because of your own party's primary and people knowing you won't have the power to reward them/pay them back for their actions. The first 18 months from March are the powerful points.
